I found a workaround as Microsoft support were unable to help other than stating that the parent account was United kingdom based and the child one U.s.a. based. The only choice offered was to create a new kid account losing all Xbox credit and downloads.
From looking at other threads this seems to exist a common problem where the child's account was originally setup on an Xbox.
Workaround steps:
- Gear up parent account to have The states equally its location (via https://account.live.com/editprof.aspx)
- Wait a while for this to propagate behind the scenes (I had to wait 24 hours)
- Re-login to to the child's account and follow the "Have a parent sign in link"
- Sign in with the parent link and follow the link to verify that y'all're an adult
- Rather than getting the "Our system is temporarily unavailable" text yous should now go a credit card form
- Enter U.k. credit carte du jour details but include a United states of america zippo code (e.m. Times Foursquare in NY). Format your phone number to follow United states convention.
